The district and the teacher's union (Cass Lake Education Association/CLEA) held the second negotiations meeting of this round of contract discussions.
The district responded to the following proposals from CLEA from the first negotiations session.
CLEA asked to increase the payout for teachers who have 20 years of service/sick leave buyout by moving the cost from the current substitute teacher rate to the retiring teacher's daily rate of pay. The cost would increase from $164,600 to $542,976 (an increase of $378,376) based on current rates of pay.
CLEA had proposed increasing the district contribution for family health insurance and single+1 health insurance from a fixed dollar amount to 55% of the premium. Based on on current premiums (which will change in January) this proposal would increase the cost to the district by $112,583.
In addition to sharing the cost of the proposals, the district stated that without knowing the other financial related requests, it could not agree to what has been proposed. The total package cost will need to be known.
CLEA had also proposed language that would allow a teacher to direct the district's 403B match contribution to make the teacher's student loan payments. After research, the district responded that the language would need to be reworked to be legal. Both parties agreed to work together to make sure all legalities are met.
The following new items were proposed:
The district presented language regarding teachers on improvement plans, and restricting the use of personal leave when many teachers are absent for other reasons
CLEA proposed increasing the curriculum rate of pay from $35/hour to $50/hour. This is compensation for work done outside of the regular contracted time, without students present.
CLEA proposed identifying specific prep times for counselors, social workers, and the school nurse, and label it on the master schedule for each building
CLEA proposed a salary increase on all cells of 3.75% year one of the contract and 3.5% year 2
Each group will provide a response and/or counteroffer to the proposals at the next meeting, which is scheduled for June 26 at 4:00 p.m.
